I was in Carroll County on Friday, and was surprised by the number of subscriber radios that operate in FDMA mode. This has been a Phase 2 system for 3 years now...

Ever think they may not have the money to go full Phase 2 with subscriber units? Harford County and Baltimore Counties are the same way, they can easily be made Phase 2 systems, but they are in the process of upgrading subscriber units for phase 2! Takes MONEY, but hey if you have the money by all means lend it to them!

...and it just takes 1 old radio to associate with a tower and cause the whole tgid to drop back to phase 1 and loose 50% of your trunking capacity.
