To anyone looking to acquire commercial radio programming software:
Please do not make requests for copies of radio programming software which is sold (or was sold) by the manufacturer for any monetary value. All requests will be deleted and a forum infraction issued. To obtain Motorola software see the Sticky in the Motorola forum.
The various other vendors often permit their dealers to sell the software online (i.e., Kenwood). Please use Google or some other search engine to find a dealer that sells the software. Typically each series or individual radio requires its own software package. Often the Kenwood software is less than $100 so don't be a cheapskate; just purchase it.
For M/A Com/Harris/GE, etc: there are two software packages that program all current and past radios. One package is for conventional programming and the other for trunked programming. The trunked package is in upwards of $2,500. The conventional package is more reasonable though is still several hundred dollars. The benefit is you do not need multiple versions for each radio (unlike Motorola).

Depends on the radio.
Most likely your "programmable radio" is an FM, UHF or VHF band transceiver (but knowing more specifically would certainly assist us in quashing your dreams 
).
Technically, that kind of transceiver isn't capable of transmitting using AM modulation on CB frequencies. Legally, you can only transmit in the CB band on a transceiver that has been type accepted for such use (and your radio is almost certainly not). This is true even in the exotic location of Yorba Linda, California.

Like n9emz said...what type of radio do you have ! I could see it being done with an HF transceiver, You need a radio that will transmit as well as receive in order for it to work.

What kind of "programmable radio" do you have?
What frequency range does it cover?
What modes will it do?
Depending upon the answers to any and all of the above could determine as to whether or not you can or can not program "a CB frequency" into it. As far as being able to "talk to people over it", while that depends on several other factors as well.
If, and that may be a BIG "if", you can and are able to legally program those CB frequencies into it and there are others in close vicinity to you that have and use CB radios, or other modified equipment (legal or not), to transmit and receive in those frequencies then, YES, you may even be able to "talk to people over it".
Well, that depends upon any and all of the above...

If you have the IC-21, a UHF handheld radio with TX/RX range 440-470MHz, then your answer is a great big NO!!!
You can not program CB frequencies (26-27MHz) into it.
Let me google that for you
It would apply just the same as it would anywhere else in the United States.

I am able to monitor the CB channels on my FT-840 from Yeasu (i like it soooooooooooooo much )
