Where is a good place to find a cheap scanner antenna mast? I'm looking for a 20' to 40' mast under $100. I'm going to attach it to the side of the house.

I'm also looking to put one up in my backyard. That 39 footer, is that like a fence pole, or is there a special type pole needed.

I use the top rail for chain link fence. You can get it at a fence shop.

It comes in pretty long pieces (21 ft IIRC) and does need to be guyed beyond about ten feet (depending on how much weight and windload you put on it).

No, Radio Shack doesn't sell those telescoping masts any longer. The ones at Lowes are basically the same thing though. They are made out of pretty thick-walled alluminum. The good thing is they come with guy rings every 10 feet and you will need to guy the mast if you experience any winds at all. I've used fence post rails before and they work too but they are significantly heavier than the telescoping masts. They will need to be guyed really well to withstand bending from strong winds.
