I have a Pro-651 handheld and an old Uniden desktop scanner.
I program in the same 9 local analog channels and let them scan.
When a transmission is received the Uniden Desktop picks it up and you hear the beginning of the transmission, the Pro-651 picks it up later in the transmission and the beginning is never received on the pro-651.
The 651 will stop on the channel but wont play sound until late.
I also tested this with my BC246t and the 2 unidens pick the full transmission up but the Pro-651 comes in late.

The bc246t wasn't using an antenna and the desktop uniden is using the stock telescoping antenna. The pro-651 uses either the stock rubber ducky or a SpectrumForce Wideband Antenna

Example: the Uniden scanners received "Station 99 this is an alert" while the Pro-651 receives "is an alert" or just "alert"

How can I fix my pro-651?

Turn off PL ? Perhaps the PL decoder is slower to recognize the PL tone ?

So these are analog channels? Does this happen with a digital transmission also? If digital seems fine and analog is clipping the beginning, there should be a setting somewhere in settings or options. I am not familiar with this particular scanner, but basically what is happening is the receiver opens up and first evaluates if there is a digital channel transmitting then starts the decode process. If it does not detect digital after a preset time, it opens up for analog to pass. Somewhere in the scanner settings should be setting to change this delay. The price you will have to pay however when you change it to a lower value, is you will likely hear more digital noise at the beginning of digital transmissions as the receiver will open up to analog more quickly, and this can be annoying. The question is, what is this setting called? In my GRE scanner, I believe they termed it DG Prime Int, or something like that. You just have to lower the value to allow analog to pass more quickly.

On all GRE/RS/WH models GRE noted set all conv- freqy to PL "SEARCH" to open the modulation quick, turning it off will result in a delay.....

So should "Squelch Type" be set to "Search"?
or do I set "Squelch Type: CTCSS (PL)" with "CTCSS Tone: Srch"?
Using PSREdit500.

(I can do screenshots if that is confusing.)

I'm using Win500... but I expect that my Squelch Mode = your Squelch Type, and my Squelch Code = your CTCSS Tone. See the thread link I posted above.

So, set your Squelch Type to CTCSS, and your CTCSS Tone to Search. That's worked for me and many others here. If you know for sure they use no tones at all, then you could try setting Squelch Type to None.

Thank you, I will give CTCSS (PL) with Srch a try.

These are the possible settings in PSREdit500.

Top one is what I was using and getting the cut off audio.
Trying the middle one now.

The middle one is when your going to use a PL/DPL, the last one "search" helps to keep off the missed first part of transmission.....
