Cobb county P25 phase 2

Hopefully a quick easy question. I know that Cobb county is running on a phase 2 capable system but are they actually using the phase 2 or are they communicating phase 1. In the RR database it states SOME systems may use phase 2. I have a chance to pick up a Whistler 1040 at a good price and wanted to know if it would pick up Cobb county.

Most all agencies within Cobb have already transitioned over to Phase 2. I know for a fact that Smyrna did just a week or so ago. Hope this helps.

At this very moment I am monitoring the Cobb System with my Phase 1 Uniden 396xt scanner. I am sorry to contradict, but I am also hearing Smyrna PD. Other agencies include CCSO, CCPD, Marietta, Kennesaw, Douglasville, to just name a few still on Phase 1. I am not sure which are actually on Phase 2, but they will all be eventually. (we have been saying this for 2-3 years)

To answer your question: Yes the 1040 will work with the Cobb System..... for now.

Important note about Cobb (and other systems in the area) is that the cores are all capable of TDMA/Phase 2. It's all in talkgroup provisioning. On the network I maintain, most talk groups are set to dual dynamic mode (DDM). The "lowest common denominator" determines the talk group state: one legacy radio affiliated, the talk group gets "downgraded" to FDMA. Not sure of how Cobb's shop is run, but typically talk groups are set at DDM during initial build at staging unless the customer specifies otherwise.

I have heard what Whelen stated as well but there may be other factors. In Smyrna's case, they have replaced all legacy equipment with APX radios in 2015, so said their 911 director during a recent tour, but they are a subscriber on the county network, and there are many other factors.

A state change in provisioning is just a mouse click and "distribute to all sites" job in a network management client. Getting everyone to be ready is always interesting. Smart money says invest in TDMA capable scanners for ALL metro Atlanta systems if one wants to continue to monitor unencrypted stuff.
