does anyone know the frequency for the Cobourg public works dept. they use to be in the 860.000 area frequency but they have upgraded

Doesn't matter. There's no digital talkgroups. You should be able to listen with an analog scanner capable of trunking.

If they are on the trunking system, they won't have a repeater.
