Code 200?

Does anyone know what police "code 200" means? I've heard it a few times over the last couple of weeks during severe storms. To me it sounds like code 200 means that they will respond to emergency calls only, but I'm not sure. Also, who declares/removes code 200?

From a list I have:

Code 100 = Officer needs help
Code 200 = Emergency calls only
Code 300 = Armed barricaded suspect
Code 400 = Bomb threat
Code 500 = Major Disaster
