every once and a while when im listening to Noaa radio, it talks about snowfall rain etc.. and it said spotter activation is not required, but reports would be greatley apperciated

How exactly do you contact them and inform them in the weather in your area has it changes?

On the NOAA weather station I can monitor here in Alabama I'm almost certain that I have heard the "automated voice" actually gives a 1-800 phone number to call-in reports.

Whenever SKYWARN has the potential of being activated or when my county (Montgomery County) is looking for localized damage reports,. I receive emails from the National Weather Service (Sterling....aka LWX) or from the Montgomery County Office of Emergency Management and Homeland Security SKYWARN coordinator on what spotters should expect and any specific information they are looking for. I normally call the direct number for the NWS Sterling office to relay the storm information and damage reports. Depending on the situation, I may call the the Mont.Co SKYWARN coordinator/Emergency Management Office to relay any damage reports or dangerous conditions.

What they mean by that is they appreciate reports from trained weather spotters.

Depending whos on duty at the time, the NWS here in St. Louis will jump on the local repeater, give updates and will ask for any weather related info from certain locations if anyone is on the air. This isnt the local SKYWARN repeater either, although they monitor that one as well.

Agreed... I've got a number to the local WFO that is answered 24/7 That I was instructed not to give out.

Well.............I was wrong. My spotter card has a 800 number on it, but I don't recall if I was told not to give it out-----which makes sense and I haven't done anyway. Any severe weather would probably be reported via 2 meters locally to Lan/IC ARPSC net. Spotter 33-566

I would just email them from their webpage. (The local office which services your area.)

Ask them for the best/prefered contact methods. I also would ask what information they would be interested in hearing from you. It likely varies from office to office based upon location.

Just be clear, concise, and accurate with your information and only report stuff worth reporting. It will help build credibility and trust.

They also have many ways to get routine weather data including CoCoRaHs, daily amateur radio wx/precipitation nets, and of course many automated reporting stations. If you like daily reporting, you should consider one of those programs.

I recently completed the Advanced class while at the Tampa Bay HAMfest on Dec 6. These were available at the completion of the lecture. As per their request, phone numbers are missing from the screen shots.
