If you're looking for the state highway department, that's SCDOT (Department of Transportation). They use a collection of non-networked analog VHF-Low repeaters throughout the state. A list of those repeaters, including one in Conway, is available here:


If you're looking for the County agency that maintains county roads and bridges, then you're looking for Horry County Public Works. https://www.horrycountysc.gov/departments/public-works/

It would seem most likely that they would use the Horry County trunked radio system here: Horry County Trunking System, Myrtle Beach, South Carolina
We don't have any talkgroups identified on this system being used by any county agencies that are not public safety agencies. Perhaps county agencies use a different radio system that hasn't yet been documented, or they don't use a radio system that can be monitored. Perhaps they use some time of commercial wireless/cellular network.

As far as I know, the Horry County trunked radio system is used primarily/exclusively by public safety agencies: police, fire, EMS and emergency management. Communications for public works for the County, its eight municipalities and Coastal Carolina University are probably on one or more separate systems.

The City of Conway does not have a highway dept. They do have a public works dept that handles issues on the roadways such as pipes, and drains and sewers. As far as actual highway maintenance, that would either come from the County or the State. As far as local municipalities as well as the County and their public works, or any kind of non-public safety departments, they all use a separate commercial communications system. Some are DMR, some are not. Most of them are VHF. Even if you were able to locate these systems or frequencies, you most likely would not hear very much on them. Most of the jobs or work orders are sent via other means, such as MDT or basic cell phone calls. The majority of what you would hear would be talk amongst crews on a job site. Even then, not used that often.
