correctional facility?

for 2 to 3 months ive been pickin up traffic on 45.420 when scaning i usually skiped over it because i figured it was something close because the signal is very clear. a couple of days ago i looked it up it appears to be a correctional facility of some sort on 45.420 they mentioned "appalachian" several times and when i stoped and listened they have a southern accent. I looked it up in the database search it might be florida can anyone confirm this? thank you

I also heard lots of traffic on this frequency. No PL or DPL associated with it. But, it was VERY active. I heard mention of Dorms, and at one point I heard a time given that was 1 hour behind my current time.
I'm in Eastern Time Zone.
