Looking at your county in the
database, public safety (police, fire, EMS) appear to be conventional channels, on Vhf-high, which your scanner can handle with no issues.
However, as
Enforcer noted, your utilities are mostly using DMR. See this
page. Taking a quick look at an adjoining county (Washington) the utilities in that c
ounty also use DMR. While you need the DMR upgrade to receive them, hopefully you did not order that from wherever you purchased the scanner. Dealers mark the cost for upgrades by $15 to $20 over the cost (Zip Scanners adds about twice that) if you order direct from Uniden. Register your scanner on the
myUniden site, and order the upgrade there for $60. Entering the key is easily done. It must be done on the scanner. There is not a file to download & install.
Unless you specified exactly what you wanted, when you ordered a programmed card, odds are that utilities were not added. Your county would be extremely easy to program, appending with a few clicks from the main database in Sentinel. Whoever programmed the card sent to you should provide a replacement pre-programmed card. In most cases, notes on the ordering page indicate that programming services are not refundable, (see ScannerMaster's website for an example), but they still owe you a working card.
