I'm in the market for a scanner to listen to the police, fire, and EMS radio traffic but I'm not sure which scanner to buy.

I looked at this sites reference for Coweta County and it says the system is a Western Area Regional Radio System Authority (WARRS) Project 25 Phase I:

The link takes me to Policescanners.net and they say any scanner will work but that's not true:

I have a RS Pro-163 scanner and I can't hear anything:

Any recommendations for a scanner that can hear Project 25 Phase 1 signals?

Coweta is digital, so whatever scanner you want, make sure it will do digital (the RS 163 is analog only).

Your Pro-163 is an analog trunking scanner. You will need a digital trunking scanner. That system is a P-25 Phase 1 system, so any scanner capable of that should suffice. However, you could opt for one of the scanners capable of Phase 2 to future-proof yourself in case they change the system. Uniden has, I believe, 5 Phase 2 capable scanners currently.
