I have a pretty good understanding of their lingo, but don't think their's a link to the actual lingo definitions you seek.

FCC Narrowbanding Requirements

Most current radio systems use 25 kHz-wide channels.
The FCC has mandated that all licensees using 25 kHz radio systems migrate to narrowband 12.5 kHz channels by January 1, 2013.
The order affects systems on VHF and UHF channels between 150 and 512 MHz
Licensees that do not meet the deadline face the loss of license.
Application for modification of operations that expand the authorized contour of an existing station using 25 KHz channels will NOT be accepted after January 1, 2011. (Also applies to "new" systems submitted for licensing.)
Manufacture and importation of any equipment on 25 KHz channel will NOT be permitted after January 1, 2011.
Part 90 “paging-only” frequencies are exempt from this ruling.
Low Band VHF systems BELOW 150 MHz are not affected by this ruling.
Licensees need to start planning now to migrate to narrowband systems by assessing their current radio equipment and applying for new or modified licenses.

Source: Narrowband

So how does it affect scanners? If you have an older scanner that is not able to handle the narrowband channel then you may have to increase the volume on the radio to hear the transmission and suffer some interference from someone that may be near the frequency you are listening to. The FCC's mandate is to take one channel and cutting it in half to make 2 channels. This must be done by January 1, 2013.

Example is 1913 A. A is the designator for Adam or (auxillary beat car) to beat 1913 which is a dedicated beat car in the 019 District. If you hear 1913 X, The X denotes that the particular car is down(meaning down on reports or other station generated assignment) If you hear 1913 R (robert) it would designate that particular unit as a midnight car. As far as tact teams go 1968 A,B,C,D,E,would designate the specific team(Usually determined by day off groups) need more info let me know.

Example 1913 X, The X denotes that the particular car is down(meaning down on reports or other station generated assignment)

Just have to make a slight correction on this part. An "X-Ray Car" means that the Beat has gone over their designated relief time for various reasons. The dispatcher makes them an "X-Ray Car" so he/she can keep that car logged into the CAD system in the event thay still need to use their PDT (Police Data Terminal). The oncoming Beat would take over their beat number minus the X. In the example mentioned, 1913X (X-Ray), went over their end of tour, so the dispatcher kept them in the CAD system so the oncoming 1913 can log in.
