CPD publishes their own Incident Reporting Guide for completion of case reports. It expands the IUCR (Illinois Uniform Crime Reporting) that the Illinois State Police publishes. ISP doesn't use 099A/099B for Traffic Crash reporting for example. Do some Google searching, all information you seek is available.

Hi. I have another couple of questions please.
  1. What’s a Parker or a number one Parker?
  2. What is meant by the the finalisation codes 15 Inhalator?
Thank you.

Parker is slang for a parking violator. Disposition code 15-Ida I think you mean? Inhalator is an old old term for a CFD ambulance dispatch. Inhalator (everything under the sun except an injury) was used, this is why Disposition code 15 is categorized as an inhalator. Disposition Code I-Ida is taken to hospital.

Parking violations come in two priorities, number one being more important (like someone physically blocking access) than number two (just a ticket). I could have this backwards.

Correct...#1..priority, car get's held down until they code it out...#2...get there when you can, not being held down.
