Edit...had control only channels programmed, have since loaded all trunk frequencies and now have some life.

I'm in the shadow of a hill to my east, can't hear E control channel, K strength is moderate, F nearly pegs my meter. I understand affiliation and wondered if perhaps control channel(s) were rotated as any can be used....if I understand that correctly.
