Anyone monitor CBP? I popped in the list from the RRdb for San Diego Federal, and hearing a mix of radios in the clear and encrypted. The NAC's in the db are not all accurate, and I am not sure about the FM listings either. Anyone know the main frequencies they would say run pursuits on, the area channels or the MA ones? Do I need to put the national frequencies in or are the local db options what works for San Diego region?

Unlike the days of Analog,. the Federal agencies under CBP aka BP, ICE and C have been changing out their networks and adding more channels/tones [NACS] Altho a Freq might have been originally CBP, it could now even be FBI etc.

Example, 172.9000 we all know as Generally TSA, but I know of a location where it is allocated to ICE not TSA
and there are areas within a small geography where the same Freq is used by 4 different agencies with 4 different NACs

What FREQ/Tone are you hearing.

Freqs/NACs generally stay within the same "Department". But that doesn't mean that their infrastructure isn't shared with other fed agencies. DOJ may own the repeater and frequencies, but you may hear CBP, AMO, ICE using them. Inversely, DHS may own infrastructure that is used by DEA, ATF, FBI. That being said, 98% of all fed comms are encrypted. It is a national policy except in certain instances for interoperability. To answer the OPs question, the freqs in the database would be the ones to monitor. They have the highest chance of being in the clear. The other day to day freqs are locked down. And for pursuits, it generally starts out on the local POE channel, and may switch to a larger voted system if they get out of range.

I've popped the CBP stuff into my scanner...you get the random agent who accidentally is in the clear, but pretty much all encrypted. Had Omaha accidentally in the clear tracking a load boat into San Diego Bay the other day...they were also on Flightradar24 doing sky donuts.

I've noticed customs and ports seem to be clear mostly out mid west.

But bortac, or border patrol youll hear them come over encrypted.

My local CBP area channels ("looks like 3 next to the rock walking north from the cactus"), and a DHS Marine M/A repeater off of Soledad or Santiago.

Well California Border Patrol on Santiago Peak MA-4 on 166.9125 is in the clear here and there. Mostly encrypted. The border patrol does an OTAR each month and at the beginning of each month you might be-able to hear more radio's in the clear for like the first week and then things get re-keyed and then back to business.
