Could the same 18xxxxx RID be in more than one system NOT in the same radio?
(Applies to any county, but specific to CuyCo)

I looked at my database of 7200 radio ID's and did not find any duplicates. What I do find, because of mutual aid agreements, is that some radio ID's are used on multiple agency talkgroups. Mutual aid is used in Cuyahoga, Lake and Geauga counties quite frequently.

Right. I pretty much found the same thing.
With three major trunked systems here (Parma, MARCS IP, and GCRCN() probably sold and serviced by different outfits who knows what could happen.

All 3 systems that you mentioned follow the MARCS-IP numbering scheme (see WIKI) which should prevent duplications within the 7 digit numbering scheme.
