Step one: Be a great submitter of continuous accurate factual information that is confirmed.
Step two: Have contact with at least the State Admin to develop a rapport.
Step three: Talk to THAT ADMIN about wishing to join the admin team.
OR: That Admin will put your name forward as an asset to the team.
Then things go from there. If you are lucky enough to get through and gain Admin status, do not expect to get the whole State off the rip. Usually you get a County or two/three and the State/Globals will see how well you do, and guide you on the way. Then depending on how it goes, you get bigger areas. I started out with 3 Counties in MS. Now I am trying my best to keep five States organized. Some days its like snapping a finger and I can spend hours doing what needs done, other days I barely have time to look at whats in my Que much less work it in.
