Does this software decrypt or just demodulate tetra encrypted traffic?

"A C API is available for network operators holding a TETRA cryptographic license from ETSI. This enables the automatic decryption of all TETRA contents in the Decodio solution if the encryption keys are available."

Looks like if you have the key variable you enter it into the software and it should decrypt audio on the fly

Jup this is very interesting… i'll contact the company. I'm curious what's the price or if there is option to try/test the software.
