Digital Encryption heard on 170.1500

Hi i have been listening to 170.1500 and i hear a digital signal that is encrypted i was wondering if anyone has any idea what agencie is licensed to this frequencie or if it is a federal digital frequencie.

Did you search the database? If it's not in the database, and always encrypted, odds are not good at identifying.

Yes i searched the database and i found nothing do you have any idea what it is do you think it could be the fbi?

I cannot see a remote broadcast being encrypted.
The only federal user I have listed for that frequency is the FAA.
