DMR on 145.040

Hi all,
I am hearing a DMR control channel on 145.040, discovered it today while scanning the 2 meter band. I am hearing this on 2 different ham radios and two different scanners. I have been trying to see if this is am image I am hearing but can't find another freq that is transmitting the same thing.
The Talkgroup showing is 314710 with Radio ID's showing: 3147036, 3147119, 3147648

Those radio IDs are ham radio operators from TN. 3147 is the old prefix for TN assigned IDs.

But does this help at all? Maybe he added another repeater on the 2m frequency (Or a simplex link to it)

It is the KD4CWB DMR repeater on Green Top in Sevier County, repeater is 146.44 MHz/145.04 MHz, CC1
