Pretty much, it just installs in the audio line between the scanner and the speaker BUT.....what is it you're trying to descramble?

These will ONLY work with single inversion scrambling, NOT digital encryption of any kind!

The frequency they're on doesn't matter. When they are scrambled does it sound like "donald duck"? If not, then you're not going to be able to descramble the signal because it's a digital format.

I once lived in an area where the local PD made a big deal about announcing on their dispatch channel when they were "going encrypted" All they did was switch to P25 and with receive set to auto on my 996 I didn't even have to press a button to hear the traffic, but the rest of my non P25 scanners were out of luck. If it's not P25 there's a few other digital modes that sound like static, that may be worth using a discriminator tap and some software to at least ID what it is, even if you can't hear it you'll understand what's going on radio wise.

if you get a used alinco djx3 i believe they had a built in descrambler and i thought the icom r5 was hard to program by hand this radio was murder lol

To answer the second part of the OP's question...

Descramblers were outlawed in the USA in 1996, but don't try to tell that to anybody who thinks they have a good excuse to own one.

Very true, but yet we still are able to buy them and even handheld talkies which include them.
Kind of pointless...

i can explain it this way it sounds like the squelch is turn down all the way

...then it's digital encryption and you'll have to get used to it or lock it out.
