Dodge City phase 1 or phase 2

Is Dodge City Phase one or phase 2 I am hearing they went to phase 2 and a HP1 wont work there

my understanding is they are a mix of both. The outlying 3-channel sites are definitely phase 2. As part of their upgrade, they paid to make the Wichita Master Site Phase 2 enabled.
