quick question does anyone know the channel or frequencies of DPS Car to Car

Usually, they just go simplex on the output. In your case, 460.200. You need to be within a mile or two of them when they do in order to hear them.
Sometimes, you may find other district channels being used in simplex mode. But usually, they stay on their district channel so they can still hear their dispatcher, they just use simplex.

That is the repeater input for Metro East.

John’s explanation is correct. Car to car for Metro East is 460.200 simplex.
