I heard over the weekend that the Sheriff may pull out of Highland Park, and let the reserves patrol it. I know, a little absurd, but that's what was said.

But the ensuing conversation brought up the question:
Is a county sheriff obligated to provide police service to any part of the county that don't have their own police department, even if the city or township isn't going to pay them for the service?

The person I was talking to basically had the idea that a County Sheriff is required by law to cover any areas that don't have police protection in place.

Only if those citizens pay county taxes. MSP would be their only other recourse.

Why would reserves patrol it? Their powers are so limited that it's not worth the liability.

We had a four year contract with HP to provide primary police services. The City of Highland Park, as well as any other incorporated municipality, is required to pay for this service. They can pay the County Sheriff or they can use that money to form/run their own police department. All 43 municipalities within Wayne County have elected to form/run their own police departments in lieu of paying the County, with the exception of HP for the last two years. If they choose not to renew the contract, it will be virtually impossible to continue the dedicated Highland Park patrol that has been in place for the last four years. As far as having reserves patrol it, there's no basis to that rumor!

Here is what I know, they have job postings out for the position of Police Officer. They have been posted for at least 3-4 months that I'm aware of.
I also know there has been some pricing for police car equipment and installation work. That has been ongoing for about a year now on the cars.
I would be totally suprised if they followed through on it, but anything is possible.
The fire dept. has been running out of an old warehouse / factory structure for sometime.

I called HP city offices today and they said they are hiring MCOLES Certified Police Officer BUT the city isn't supplying anything other then patches and badges and ammo. All firearms, uniforms, belts, vests, boots are all to be supplied by the officer themselfs. So basically it's just like working part time for any department in the state where you supply everything.

They are hiring full time BUT they are NOT supplying benifit packages.

The lady wouldn't give starting pay because thats in negotiation currently.

I agree. Wayne County could not let reserves patrol HP without being paired up with a certified officer. Reserves do not have any police authority unless they are working under the guidance of or alongside a certified officer; it would be like a corrections officer stopping you for speeding. It just wouldn't work beacuse the authority is not there.

Hmmm.

Here in Colorado, the only thing the Sheriff is required to do is operate the county jail, and act as the fire marshall for unincorporated areas....that's it.

It is a shame that all states don't have a provision in the Florida constitution that enables the sheriff to appeal his budget from the county to the state cabinet. The cabinet can raise the amount of the sheriff's budget by whatever amount they feel is necesary to perform all of the duties. This keeps local politics from interfering with the duties of the sheriff who by constitution is the chief law enforcment officer of the county.

Do you know if Ecorse officers work like you explained above?

No Ecourse doesn't work that way.

The only reason Highland Park is doing that is to save money and just put people on the streets.

My buddy starts at Highland Park on Monday.

He had to supply everything but a badge, radio and patches for his uniform. All his equipment and uniforms he had to purchese.

In Ohio....

In Ohio, the shreiff is the arm of the Common Pleas Court. He is requires to "serve" papers - Civil and otherwise...He is required to operate the jail...Lastly, he is required to "keep the peace" whatever that means...

The sheriff is only REQUIRED to be in the office once every 28 days.

Now here's a good one for you!!!!

Our sheriff left Ohio and went to Arizona back in December of 2006. He flew back (to meet the once every 28 day) requirement. and went right back to AZ. Did that until March.

He came back to Ohio in March, stayed until last week and went back to AZ.

We have an ABSENT sheriff. I think thet will go along way toward getting someone from the other party elected!!!!

WJF you are spot on there with that comment. My buddy worked in the Grey Bar Inn and Resort there in the Park and he said it made Detroit look like a Posh Resort town.

Is HP at least going to supply the cars? Wonder what they'll be using, bunch of old clunker Crown Vics or did they blackmale Chrysler for a few Chargers.
