During our big storm a couple of weekends ago, I did not hear any traffic on their published frequency of 151.100
Since then, I have heard very light traffic just between units. No dispatch. Does anyone know how they are being dispatched?

Most of the storm response was in Tahoe and CALTRANS. Not much on the West Slope. When the guys are talking car to car there is no PL. Dispatch doesn't want to hear their chit chat.

I was hearing traffic on Cal Trans channels as well as Placer County roads. I don't recall picking up an recent traffic on ED Roads.

Their yard is posted, I'll have to look out for one of their vehicles on my trips around town, ask some questions.

I have had over eight inches of rain since yesterday, there are many, many reports of flooding and other road problems.
I have not heard a peep on their radio frequency all day. Very. very strange.

Could they only be using 151.1 as a TAC channel for car to car coordination?

In my neck of the woods (North Carolina) a similar situation exists.
Agencies move to VIPER, but still retain their old legacy equipment and use it for a TAC channel.
School security moves to VIPER, but the school buses stay on the old UHF channels.

CLEMARS isn't a trunked system. It's a VHF frequency used for law enforcement mutual aid "California Law Enforcement Mutual Aid Radio System"

You are probably thinking of CRIS, which is a ~statewide~-ish trunked system. I'm not aware of them being on that system.

Just guessing here, but maybe they're dispatched by phone with whoever answers their calls, or do they have a low-band system that's not in the DB?

I saw a DOT PU truck yesterday with a 1/4 wave VHF antenna, only one that I saw.
