I very much like this idea however the repeaters should have the ability to be remotely turned off. I have had some horrible interference with geographical NIFOG repeaters when trying to setup portable repeaters on All-Hazard assignments.

Depends. In some areas, Associations of Governments and Councils of Governments suggest exactly that. I know for awhile Capital Area Council of Governments (CAPCOG) in Texas actually heavily suggested just that. 8CALL90 used for interop calls and from there the dispatch center could enable the local 8TAC repeater and transfer the "call" to it and disable the repeater when done. Of course, it ended up with every CAPCOG participating county having an 8CALL90 repeater or split base control station and a semi-coordinated 8TAC repeater. I believe the South Plains Association of Governments (SPAG) in the south plains region of Texas did something similar with local repeaters on VHF in terms of coordination of use.
