Emergency Services Antenna

Hey guys. i'm using a UBCD396XT in Ballarat victoria Australia and am looking for a antenna to mount onto my scanner only. I want to listen to the emergency services and they transmit on 163mhz and 413mhz, What are my options here for an antenna?

Did you plan to mount this antenna on the scanner it's self, or mount it outside and as high as possible?
