Encrypted traffic on 156.21 in Lawrence, MA area

Does anyone have any idea who is using 156.21 with encrypted radio traffic in the Lawrence, MA area. I heard a lot of encrypted traffic on 6/27/18. I know that 156.21 is an old frequency that was 'formerly' used by the Lawrence PD's Auxiliary Police officers.

Or is it possible that I am hearing Troop D of the NHSP with P25 traffic and am mistaking it for encrypted traffic? I usually carry an analog handheld Uniden 50 channel handheld when I am out.
