According to baofengs website that radio is capable of receiving 65-108, 136-174, and 400-480mhz. So no, it will not work for your local pd. Almost any cheap analog scanner will however.

Just want to mention, if your throwing frequencies for listening only into your radio, paleaze, program the radio to not have the ability to transmit on that channel (on older Beofengs i just used duplex so if I transmitted, it was at low power on GMRS, which is less of a problem).

For any radio if you look up the models "specs" you should be able to find the frequency ranges. Sometimes, you can go a little outside the range (safe for receiving only), but no more then a few mhz.

My fathers business used to be on 31mhz, I'll tell you now there's not very many radios that operate there at all. The ones we had were old crystal ones actually that only did 30-33mhz.
