The cell phone jammer is particularly egregious. I think the offer to sell the device being confiscated to the FCC rep certainly falls under the term "chutzpah".

I find it took 5 months for the fcc to act on this problem and to list the complaint now on the 10th of dec,2018

Most of the time we as general public see the NOV much later, but the violator gets warnings almost immediately. And the violator ignores the warnings.

Motorola Channel Partner Settles with FCC for $93,600
December,2018

A Motorola Solutions channel partner agreed to pay $93,600 to the FCC under a consent decree to resolve an FCC investigation.

Mobile Communications America (MCA), which has 40 locations in the Southeast, violated FCC rules related to the transfer of control of wireless radio licenses prior to receiving commission approval and its operation of wireless stations after licenses had expired, an FCC order said.

The largest direct to home satellite service in the US was found to have an expired license on one of its uplink antennas and they had to scramble to send in a late FCC renewal. There was a fine which I'll not disclose but it could have been worse if the FCC requested to stop all transmissions from that antenna while unlicensed, which was servicing millions of customers.
