SDR# Everytime I unplug RTL-SDR USB I must reinstall driver

Newly installed Windows 7, every time I unplug my RTL-SDR v3 dongle I have to re-run ZADIG to reinstall the driver.
Every time I reboot or shut down the PC, I have to rerun ZADIG.

Trying RTL-SDR v3, generic USB SDR, Nooelec NESDR Smart, all have same behavior.

This is what my device manager looks like every time. I have to rerun ZADIG every time, and as soon as I disconnect the RTL-SDR or reboot, I need to rerun it.

What is the solution? My old PC HDD needed to be replaced. I can still run it, and it does not have this problem.
Its probably something simple, but I can't remember what I did last time to make it work.

I think I solved my own problem.

I ran ZADIG
Options > List all devices
Then I installed for BOTH Bulk-In, Interface (Interface 0) and Bulk-In, Interface (Interface 1)

Before I only installed for Bulk-In, Interface (Interface 0) and not Bulk-In, Interface (Interface 1)

After running installation for both Interface 0 and Interface 1, all works even after reboot or unplugging the RTL-SDR USB.
