CHP handled the call for LAPD?

Two bystanders caught two people fleeing from the car that caused the crash which killed a pedestrian. 18 students were hospitalized with "non-life-threatening injuries." This is in the middle of LAPD's area, do they hand off a serious accident like this to CHP instead of handling it themselves?

CHP handles any school bus accident with passengers on board, no matter the jurisdiction.

No, LAPD and CHP investigate traffic collisions within their respective jurisdictions, but they will often assist with traffic control at each others' calls.

Certain school bus collisions fall by law under the CHP's jurisdiction no matter where they occur, and this one in Hollenbeck Division is one of those. Vehicle Code section 12517.1:
(a) A "schoolbus accident" means any of the following:

(1) A motor vehicle accident resulting in property damage in
excess of seven hundred fifty dollars ($750) or personal injury, on
public or private property, and involving a schoolbus, youth bus,
school pupil activity bus, or general public paratransit vehicle
transporting a pupil.

(2) A collision between a vehicle and a pupil or a schoolbus
driver while the pupil or driver is crossing the highway when the
schoolbus flashing red signal lamps are required to be operated
pursuant to Section 22112.

(3) Injury of a pupil inside a vehicle described in paragraph (1)
as a result of acceleration, deceleration, or other movement of the
vehicle.

(b) The Department of the California Highway Patrol shall
investigate all schoolbus accidents, except that accidents involving
only property damage and occurring entirely on private property shall
be investigated only if they involve a violation of this code.

LAPD's Department Manual echoes that from their perspective at section 415.05:
"The investigation of school bus traffic collisions by officers of this Department shall be limited to those accidents that are within the Department's standard traffic collision reporting policy when the involved school bus was not transporting students or actively loading or unloading students at the time of the accident. Department personnel at the scene of a school bus traffic collision which is not the investigative responsibility of this Department shall notify the CHP and stand by until CHP personnel arrive."​

Notice the 3:53 PM request to "PLS ROLL MAIT" - M.A.I.T. are CHP's expert "Multidisciplinary Accident Investigation Teams". LAPD has similar a similar group of traffic officers on their S.C.I.D. "Specialized Collision Investigation Details". Also mentioned at Traffic Coordination Section - Specialized Collision Investigation Detail
