Ok obviously you are not in nyc😉so my question stands. Please advise why someone from outside nyc would need to have fdny portable freqs in any radio. You seem rather concerned with what others are doing with their radios. I wouldn't worry about it, as the are dozens of buffs running around the city with FDNY frequencies in "real" radios. Oh and no, you don't need any sort of "key" to program conventional frequencies.You win

Was looking for the basic FDNY FF profile. ThanksOP, it depends on who the radio is "assigned" to. FDNY*EMS radios are laid out differently than firefighter radios. Officers' radios are laid out differently from rank and file. Chief Officers, Fire Marshalls, other special units, are all laid out differently. Since I'm retired, I no longer have the current information.
