It appears to be that FEK is just like FSK but the data bits which normally are only on or off are "smoothed" out so that there's a short transition in frequency. Not that there's in-between frequencies, but rather that there is a very brief period during the bit state transition during which both frequencies (at half intensity each) are simultaniously broadcast (if the MARK frequency for example is at 10% strength then the SPACE frequency is at 90% strength), thus allowing for a narrower bandwidth by eliminating sudden changes in frequency.
