Figthers or military aircraft on a FEMA frequency? WTF?!

According to reports 139.95 is a FEMA frequency,specifically FEMA
region 10- Seattle. I have in fact heard FEMA traffic in FM mode. on
this frequency.
Today, 5/9/08 at 15:34 pacific time I am hearing military air to air
communications. I haven't heard any callsigns. Just chit chat back
and forth . They were over Seattle just seconds ago. I heard them
talking about passing over the space needle. WTF!? Who are they? Why
are they using a FEMA frequency for air to air communications?

It is probably the Iranian Air Force planning an atomic attack. Since Bainbridge Island is right in the target area, you'd better move back to the east coast.

It was Tribe 21 flight, 2 F-16's from the Oklahoma ANG. They have been operating in the Yakima Traiing Center all week. As far as I know, someone can correct me if I'm wrong, military pilots can operate whatever frequency the feel like using between 136-144 MHz.

Thanks so much for letting me know the type of aircraft and callsign. In addition to their homebase. Yes military aircraft use 138-144 mostly in a.m mode. As well as 225.0 to 400.00 also in a.m mode. But sometimes NBFM
