Fire Tone Outs

When I don't have my hp436 and 536 in tone out mode, when they key up on the fire frequency I get the tone out ton and blinking light.

I do NOT have my scanner in tone out mode

I think you're referring to Alert Tone which is set at the Department level in the programming. You can perform it manually through the scanner, or through Sentinel. Keep in mind, if you do change it manually on the scanner, you'll have to make that change on Sentinel or the next time you Write to Scanner, it will revert back to transmitting the Alert Tone.
