BCD325P2/BCD996P2: firmware

Fixed an issue where the new HW radio could not decode digital communications, DCS and Analog trunking is not working in range of 171.2250 – 173.9875MHz.. what in the heck is a hw radio . never heard of that

It's referring to newer production scanners that are using slightly different board level components due to chip shortages. Poorly worded, should've read more like "Fixed an issue in recently manufactured models with updated hardware components (2021 and newer)..."

Al1009 has the BCD996P2 scanner which isn't compatible with the Sentinel Software, it uses the BC_VUP3 Firmware Updater for DMA Scanners,
