Flag Ops from CAP22 227.8 Louisiana, Who?

Heard CAP22 calling Flag Ops today over S. Louisiana. CAP22 is a small A/C of some sort (sounds like a piston engine) working targets over the Ft. Polk ranges with uplinks and downlinks.
Who is Flag Ops?
