While you may request records under the Michigan FOIA, there are exemptions they will likely fall back on, including;
What public records are exempt from disclosure?
Except to the extent that a record falls within a statutorily-recognized exemption, the FOIA permits, but does not require, a public body to withhold from public disclosure the following enumerated categories of public records:

2. Investigating records compiled for law enforcement purposes, but only to the extent that disclosure as a public record would do any of the
following:
a. Interfere with law enforcement proceedings.
...
e. Disclose law enforcement investigative techniques or procedures.
f. Endanger the life or physical safety of law enforcement personnel.
3. A public record that if disclosed would prejudice a public body’s ability to maintain the physical security of custodial or penal institutions occupied by persons arrested or convicted of a crime or admitted because of a mental disability unless the public interest in disclosure under this act outweighs the public interest in nondisclosure.
I just said screw it and submitted one for the DEC/HEX talkgroups used by the DNR for firefighting
They are in the clear and in the RR MPSCS database
I can tell you this much... the accuracy for the DNR and DNR fire in the database are extremely high accuracy. 
I listen to them all of the time
