FT 857d repeater shift problem

I am having a problem with my Yaesu FT-857d.
It will not change the frequency shift on 2m.
I have turned ARS on and off
I have changed the offset from .6 to 0 to several other values.
No matter which of these settings I choose, It still transmits on the same frequency.
It also does not display a + or - when I push the RPT button, I don't see any display changes.

This radio is new to me and I would appreciate the help or suggestions.

If it was bought used, the previous owner may have done a modification on it to get it to transmit out of band. I have an 857 as well and I think I read somewhere where that particular mod will cause the automatic repeater shift to cease functioning.

MARS mod did not change the way the offset functioned on mine. Both it and the manual are frozen in the truck right now.

Every one of these that i have seen when the mars/cap mod is done to open up the transmit the ARS no longer works correctly.

This happened to me but it was off by 5k. The only way to fix it was to do a reset.
