Any talkgroups higher than 65000 are probably dynamically assigned talkgroups for temporary patches.
I guess on this type of system in DSD+ phraseology it has Supergroups with subgroups. Supergroup 65132 had subgroups in the usual EDACS talkgroup numbers in the 270's. I am learning more.

I do not know how to find HEX . I hope someone here does and submits it to RRDB

I would hold off submitting anything to the database for now. For all we know these two devisions could be removed after x amount of time like the others. Yesterday the county so and ohp were also on there but now they arent.

So far 273 and 274 have been consistently been the same divisions. Source has been individual RID's. Dispatch on Hefner source 1000103. Springlake 1000105.
I don't know for sure if either each radio has its own simulcast link on Vida patched to EDACS or those two divisions get to enjoy being the first units to be on the new system. Control Channel has changed. This site appears to be only 6 frequencies consistently with 12 time slots aka channels (each time slot is a mpeg stream ). Frequencies set to act as Control Channel do not have voice traffic as expected. 10 channels see voice traffic. I suspect this will be the PD site while 772MHZ side may see other City services.
I am speculating out of curiosity.

My personal observations so we all can help be updated on it's progress.
Being just a "scanner" enthusiast out here in the field. I am figuring out that this new system has a site of 6 frequencies. The other frequencies are not showing up on Site 10.10. I recorded 2 minutes 50 seconds to YouTube. DSD+ FL 2.165 tells me so. I trust what DSD+ is telling me. I think it's time to figure the sites and their frequencies. Also re-adjust the listing at https://www.radioreference.com/apps/db/?sid=10198
(Please disregard the "Nextel Licensing in white text. That info appears where-ever the mouse is on the FFT dislay)

I see where you are coming from, but this system isn't fully up/online yet (in my thoughts - and I'm just a scanner enthusiast like yourself). Many of the licensed frequencies are being used by the current EDACS system, so they wouldn't "enable" them on the P25 system until the EDACS gets turned off/back. I doubt they would transition to a radio system with less capability than their current (new with only 6 freq is a max of 10 or 11 concurrent groups, old "core" has 17 possible concurrent groups). As for the DB, I think all the possible freq are listed for now. I'd rather have too many vs too few if I was travelling from somewhere else and trying to listen to this. Most scanners (and real radios) just need the control channels, so one could argue that's all we need in there too...

I appreciate that insight. I haven't considered those facts. I wish they'd get done with it. Anticipation is getting at me.

I went to the Embark terminal downtown because I needed route 40 to Walmart on south Santa Fe. Spotted a off duty PD doing security for them. I said to him, "I hear you're getting a new radio system ". He replied, "I don't know. They never tell us nothing. " I told him its APCO P25 PHASE II and it sounds slot better. He was like okay. Then I went about my business.

It doesn't surprise me that end users aren't aware. Their (OCPD) current radios are capable of the new system - they might not notice much difference once they are swapped over. I spoke with a FD guy and he had heard of the new system, but not much about it. He was just hopeful that it would provide better coverage than the current one. I'm pretty impressed with the current, but I'm not an end user either.

As to what groups are linked, I think it's all dynamic linking, just like any other trunked system (just between two different "flavors"). If there were to be a radio affiliate on the new system on the FD talkgroups, I bet they would link over. As it is, it only looks like a few radios are affiliating on the new system, and they are on 320,324,330,332,335,273 (Hefner) and 274 (SpringLake). I would guess that's the radio tech's radios and/or test radios. They are in the 500xxx RID range.

A litttle more than a few I would say DSDPlus nabbed all of these right off the Control Channel over the period of 30 days.

Out of curiosity was this system paid for by tax payers, grants or both? It doesnt matter I just thought I would ask. Never really knew how radio systems like these are paid for.

Every red cent comes from taxpayers. Every single "program" the government has albeit grants, loans, etc it all from from taxpayers paying it.

Interesting. The dates seen to be all in 2016.

A Rough Guess Based on a Real Schedule
Contract signed 2/16. No over the air activity all of 2016. Activity threads started being posted Sep 2017. I used that time frame as a indicator when work started. 598 day project. Thus I read it like this there are 3 months in a quarter. I started where they started Dec 2017 to Dec 2018 then 2nd week of May 2019 (5/9 as mentioned in the document.) Makes sense to me.

According to the PDF, and if they are on schedule, fleetmapping (talkgroups and such) has been done or almost done. This makes sense so they know what groups the dispatch radios will use. Now they are installing Dispatch radios and essential equipment. I do suspect they are late on schedule. Hard to know for sure because I don't work with Harris. I am only thinking what makes sense. To me its not far from being done.

We have already witnessed talk groups 273 and 274 being active. At the end of this month they could be bringing Santa Fe online. They have already reprogrammed 60 interoperability talk groups not yet cutover. The control channel will spit them out eventually. This sounds like rough guessing it.
