Something big is working in Galt. Units as far away as Placer County are on the way. More info as soon as I can get it. I have a crew on the way.

Galt PD, Sac Sheriff, Sac PD, Elk Grove PD, Citrus Heights PD, San Joaquin Sheriff, and Stockton PD all have units working a call in Galt.

Scanner Traffic:
Apparently a guy with a rifle has been firing shots around the area of 7th and A St. Officers have setup a perimeter around the area and are attempting to get the suspect to surrender. Officers have had at least 2 exchanges of gun fire with the suspect so far. He is currently barricaded behind a portable building on the church property on the north west side of 7th and A St.

Ops on SD1-61552 / SWAT on SD T6-62736 / Comm Link patched to Galt PD-460.1500 PL192.8.

This was a great example of interagency communication. Galt Police requested help from outside agencies and everyone moved to one radio channel, in this case SD1 on the SRRCS and they patched it to Galt PD's UHF system using the comm link. Everyone at the scene had direct communication with each other. Sheriff dispatch handled the radio coordination and everyone worked as if they were one agency to bring the situation under control.

Armed Subject

Galt, CA— January 04, 2007

On 01-04-07, at about 0335 hours, the Galt Police Department communications center received several 9-1-1 calls from residents at 701 “A” Street, Palm Garden Apartments, for a report of a male subject firing a firearm and possibly threatening residents in the area.

Officers arrived and observed a male adult standing in the parking lot of the apartment complex holding a rifle and firing into the air. The subject then walked across the street to a park then behind some nearby businesses. Officers established a perimeter containing the subject to an area behind a local business. A mutual aid request was made to surrounding agencies for assistance.

Officers from the Sacramento Sheriff’s Department, Sacramento Police Department and Elk Grove Police Department responded to assist. Officers were able to maintain visual contact with the subject who eventually surrendered to police approximately an hour and a half after the incident begin. The subject was taken into custody without further incident. He was identified as:

Brian Keith Hill
701 “A” Street Apt. #206
DOB 05/20/1956
WMA 5-08 240 Brown hair Blue eyes

Investigators are following up on the incident and it appears Hill did fire at least one round into the side of one of the upstairs apartments which at this time appears to be a random shot. Hill’s motive for the shooting is unknown. He is reported to have threatened one individual but did not fire any shots directly at anyone.

No citizens or officers were injured during the incident and Hill is currently in custody at the Galt Police Department.

Hill is currently being charged with the following:

245 (a) (2) (PC), felony, assault with a deadly weapon, a firearm

246.3 (PC), a felony, shooting a firearm in a manner which could result in injury or death to a person

246 (PC), a felony, shooting a firearm at an inhabited dwelling

417(c) (PC), felony, brandishing a firearm in a peace officers presence in a threatening way


12031(a) (PC), a misdemeanor, carrying a loaded firearm in a public place

BUT

San Joaquin is not part of the Comm Link system.

Yolo County/Davis is the only agency outside of Sacramento County that is part of the "Comm Link"

Unfortunately none of the Placer County agencies are involved in the CommLink

Good job to everybody involved in the Galt incident. After it was all over I let my dispatcher know how great of a job she did. She was outstanding coordinating everything and keeping track of all the units on the call. Our comm center staff did an awesome job too :)

Before I left yesterday I told my reporter that it was just SSD and Galt on the comm link yesterday and that they gave San Joaquin a code 4 before they arrived but I guess that info was not passed along to the art department who made the graphic with San Joaquin on it. Other than that I thought she did a great job. I must say the coordination between everyone on the call was the best I have ever heard. antfreq please give Ryan another big thank you from us.

No problem - I just didn't want people to think that San Joaquin County SO was part of the CommLink system. Davis PD and Yolo Comm are hooked up to the Comm Link outside of Sacramento County.

Obviously it's a good tool. I only have two negative things to say about the system.

1. There is a delay after key'n up the mic. Meaning, you have to key up, pause, then talk. This is due to the extra component activated (comm link) and having to send data/signal around, sometimes at great distance. Sometimes transmissions will get cut off ( clipped ).

2. Radio quality is a bit poorer than normal. Again, data/signals are being moved around at greater lengths and through more pieces of equipment than normal.

Sometimes it's difficult to initiate a CommLiink In a dynamic situation, where things are moving at a very fast pace - such as a shooting in progress. It takes some coordination to get all agencies on the same page, connected and initiate proper protocol. Ideally this should be while enroute or perimeter/command post is established. It's difficult during an "in-progress" situation.

For example. If a small agency only has 1 dispatcher on duty. Working the radio and phone. If the dispatcher is too busy to answer a phone or get on the hotline due to some intense in-progress radio traffic, it's then difficult to coordinate a CommLink since it takes actions by both halves to successfully connect.

That's the only "negative" thing I can say about it. Obviously there are unlimited benifits.
