Garbled, fluxing signal strength from next county.

I’m monitoring Grant Co Fire/EMS DISPATCH and as you can see from the waterfall pics, the signal fluctuates greatly, often becoming very garbled and dropping out. I’m in Hartford City with an external discone antenna on a 20ft mast. Any ideas why?

If I had to guess, it is probably caused by multiple repeater sites in the simulcast system coming in and out of phase. It appears that Grant County Fire/EMS transmits from three distinct sites. I note the same behavior here from a neighboring county where the signal rapidly fluctuates (almost like picket-fencing at times) even though my antenna is stationary.
