When Garland announced plans to install a wireless "mesh" communication system, numerous trade Web sites noted the city's reach for the forefront of technology.
"It's the first system of its kind in the world," Richard Dwelle, whose NexGen City company was to install the system, said in July 2004.
Among other assurances, the technology promised more reliable communications in the event of a terrorist attack or natural disaster.
And police and other city employees would be able to send and receive data, video and voice communications at any time.
But nearly four years and more than $6 million later, the system is history, its remnants idle relics on utility poles.
