Unfortunately I have not been succesfull with ALE Comms, but for those that are:

HFLINK -SPECIAL BULLETIN- SATURDAY 3 MAY 2008
ALE ACTIVATION FOR GLOBAL SIMULATED EMERGENCY TEST
====
All ALE ham operators are encouraged to participate
in the GlobalSET (Global Simulated Emergency Test)
communications exercise on the air Saturday 3 May 2008.
The objective is to promote international readiness
for emergency/disaster relief communications, and it
provides valuable knowledge of the resources that
can be mobilized in the event of a real emergency.

GlobalSET is sponsored by IARU (International Amateur
Radio Union). You don't need to be part of an Emcomm
organization to participate in the GlobalSET. Just
get on the air with your ALE station, start scanning
and sounding, and then send a "readiness message" to
GlobalSET Headquarters. Your ALE readiness message
includes:
- Your Callsign.
- How many operators available at your station.
- Generator, Battery, or Emergency power capability.

====
How to send your GlobalSET readiness message
via ALE email on HF:
(You may want to print this for reference)

1) Leave your ALE system on the air for a while and
scan or monitor at least one of the primary ALE
data channels:

3596.0 USB
7102.0 USB
10145.5 USB
14109.0 USB
18106.0 USB
21096.0 USB
24926.0 USB
28146.0 USB

2)Watch your ALE display for callsigns. Call and
link with any one of the HFN Pilot Stations you can
copy on the air:

KM4BA (Alan in Georgia)
WA3MEZ (Rod in Maryland)
NJ7C (Dale in Arizona)
WD8ARZ (Bill in Indiana)
W5DG (Dennis in Iowa)
VK4TGV (Peter in Brisbane)
VE2FXL (Luc in Quebec)
VR2HF (Dan in Hong Kong)
K7EK (Gary in Washington)
KQ6XA (Bonnie in California)
N0PWZ (Mark in Colorado)
KN0CK (Marty in Iowa)

3) After linking with an HFN Pilot Station, wait
30 seconds, then transmit a "status request" by
sending the following word using AMD text message:

STAT

4) When you receive the "status report" from the
HFN Pilot Station, this will indicate that the
station is ready to take your message traffic. The
typical status message includes the callsign,
location, and bands of operation... example:
"VK4TGV BRISBANE 80M*10M"

5) Next, send your readiness message via ALE HF
email to GlobalSET Headquarters special email address:
GSET@ HFLINK.NET
To do this, pick one of the following example
messages that is appropriate for your station and
send it via AMD. (Note... substitute your own callsign
for "CALLSIGN" and remove the space between the
"@ HFINK" in the email address)

WL2K SP GSET@ HFLINK.NET DE CALLSIGN 1 OP EMERGPOWER

WL2K SP GSET@ HFLINK.NET DE CALLSIGN 1 OP BATERYPOWER

WL2K SP GSET@ HFLINK.NET DE CALLSIGN 1 OP GENERATOR

WL2K SP GSET@ HFLINK.NET DE CALLSIGN 1 OP AC MAINS PWR

WL2K SP GSET@ HFLINK.NET DE CALLSIGN 2 OPS AC POWER

6) Be sure you get a handshake response from the
HFN Pilot Station. After the message is sent via email
by the HFN station, within a few minutes, you should
receive a confirmation via AMD that your email has
been sent. The email will be sent from your callsign
via winlink. If you do not get the confirmation
message, start the process over again from Step "5" above.

7) After your confirmation message, use the
CLEAR LINK button of your ALE controller.
(red telephone in PCALE)
It is important to clear the link as soon as you
are finished, so that other stations may use the
HFN Pilot Station.

====
That's it, thank you for participating in the GlobalSET!

====
More GlobalSET info:
If you want to participate with more advanced
messaging in the GlobalSET, you can send an
additional message that conforms to the special
GlobalSET abbreviated message format for readiness
messages. This is encouraged by GlobalSET organisers,
and it uses digits in place of the plain language text.
It is explained in HFLINK forum archive message
by Greg G0DUB:
http://groups.yahoo.com/group/hflink/message/5362

====
Hardware ALE transceiver users (Harris, Micom, etc):
For ALE HF email address in AMD:

Use the "#" symbol in place of "@" character.
Use the "*" symbol in place of "." character.

Example:
WL2K SP GSET#HFLINK*NET DE CALLSIGN 1 OP EMERGPOWER

====

If you have any questions or comments about GlobalSET
or sending ALE HF email, please post a message on the
HFLINK forum. We all look forward to seeing you on
the air on Saturday 3rd of May!

ale equipment

How many hams have equipment capable of ALE. I can't think of any model other then military surplus.

Only if you have an amateur transceiver that is computer controllable. I'm still using a Kenwood TS-430S with all options and mods included (even a DRM 12kHz IF board).
