Comparing to the RadioRef database - 169.55 is "Dome 2" - 170.10 is "Ops 11" - 167.15 is "Local 1" - per this 2009 document

This is an "Action Plan" designed to be used in case of fire in the Laurel Falls / Wears Cove Gap area of the park. I am sure they have more of these somewhere.
The numbers are the channels in the radio. If you wanted to talk through the 'Dome' repeater your radio was on Channel 2.
"local" is channel 1 and is simplex, not going through a repeater.
