I was logging Lookout tonight and saw that one of the channels had a type of Group (Emrg) instead of the usual Group. It was Jeffco Jail. It kept one of the channels tied up but didn't show any channel grants. What does it mean when it does this?

If it kept the channel tied up, maybe an officer hit their emergency button? I know that when you hit an emergency button on DTRS it keys up that radio for a few seconds. I'm probably wrong, but that's my best guess...

Emergency indication on talk group

If Jeffco's sytem is similar to EDACS functions during emergency: In EDACS, when an emergency is declared on a talk group by a radio, the talk group continues to show emergency on all radios switched to that talk group. The emergency indication goes away when the emergency is cleared on the talk group by a dispatch console or a radio (either portable or mobile) that has the necessary programming and keypad buttons to allow emergency clearing.
