In the city of Guelph which tower can be used to monitor them?

OPP in Guelph is actually Wellington and they can be heard on the Ballinafad, Cedarwoods, Listowel, Primrose Towers. The only service on the Guelph tower is the Guelph Police and Fire Department. And occassionally some encrypted joint forces intellegence stuff like last night. I'm sure if I'm wrong someone will correct me

If you are to the north of Guelph punch in the Durham tower(located in Grey Co, nothing to do with Durham region). This tower has the action for Weelington + Grey/Bruce stuff.
