You can use it by using sdrsharp with hackrf as a source and pipe audio out to a tcp stream and use it for a control channel from what I were able to learn on the subject. But you still going to need an rtlsdr or one of the other supported sdr devices for the voice... Just not really a good use for the hackrf perhaps is the reason to not even try....
